The Order applies to all animal fertilizers (manure). Its purpose is to set regulations on standards for the establishment of animal keeping compounds and the storage of such biomass. In Chapter 2 it sets regulations on the establishment of facilities, as well as extensions and modifications thereof for animal husbandry; these shall not be permitted if causing pollution. Stables and similar enclosures for animals shall be designed so that contamination of groundwater and surface water does not occur. They must have floors constructed of durable materials which are impermeable to moisture. An appropriate drainage system shall be mandatory for collecting liquid manure and waste water (Chapter 3). For livestock farms storing manure or plant biomass, requirement for storage facilities must have a certain capacity to meet the requirements sets by Order on agricultural use of fertilizers and plant cover. Storage facilities must at least have a capacity equivalent to 6 months' supply (Chapter 4). There is an authorized allowance of maximum spread of manure volume of plant biomass corresponding to 1.4 of livestock units/ha on a yearly basis and plan period from 1 August to 31 August (Chapter 11). All information must be notified and registered with the local municipalities - under the regulation of the Ministry of Environment.

Article 16, section 4 (silage sites, including silos designed so that runoff water from surrounding areas and roofs can run into the silage site, including silage silo) does not apply to installations established prior to 1 August 2002.Art. 20, sect. 8, point 1 (tanks for liquid manure and degassed plant biomass and supervisory authority notifying the obligation to comply with shelter requirements) shall not apply if the first inspection found inadequate was made before 1 August 2012.
