The Order applies to waste water and surface water. It sets regulations on wastewater utilities and the financing of municipal and private projects with the goal of managing surface water on roads, waterways and recreational areas. Waste water supply companies shall share of all project s costs for the creation of streams in rural areas and recreational areas. All costs for stream projects in urban roads are divided between wastewater utility companies and the project holder. Wastewater utility companies shall pay all costs that are necessary for the management of surface water, including the cost of investment, operation and maintenance. From 1 January 2015, wastewater utilities alone shall co-finance projects to the extent that municipal risk mapping has demonstrated the need for remedy. Construction outside the designated risk areas may serve to alleviate capacity constraints in danger zones. In 2013 and 2014, wastewater utilities shall only provide funding to 1% of the total length of the municipality's roads for each year.
