These Regulations make procedural provision for applications for (variation of) listed building consent, for conservation area consent a local planning authority and for appeals in respect of these matters.
The Regulations also provide for notices and for other procedural provisions in relation to listed buildings and buildings in conservation areas, and for the application and modification of legislation in relation to enforcement notices and conservation areas. As for National Parks, applications shall be made to the council of the district outside a metropolitan area or to the joint planning board within a metropolitan area. The Regulations also concern demolition of unlisted buildings in conservation areas.

Made under the Town and Country Planning Act 1971.The Regulations revoke and re-enact, with minor drafting amendments, the Town and Country Planning (Listed Buildings and Buildings in Conservation Areas) Regulations 1987 to take account of the Planning (Listed Buildings and Conservation Areas) Act 1990 which consolidated certain enactments relating to listed buildings and conservation areas.
