Where the Ministry of Health considers that the national territory or part of it is free from one of the diseases referred to in Annex A, it shall submit to the Commission appropriate justifications setting out: the name of the disease and the previous history of its occurrence, the results of surveillance testing based on serological, virological, microbiological or pathological findings, or identification of the parasite, as appropriate, the period over which the surveillance was carried out, the control arrangements for verifying that the area concerned remains free from the disease (art. 1). In terms of article 2 a system of certificates which must accompany aquaculture animals is introduced. (2 articles)
