The Decree aims at replacing Ministerial Joint Decree No. 98012/2001/1996 so as the already established measures for the disposal of waste lubricant oils (WLOs) will correspond to the objectives and general principles of Law No. 2939/2001 (articles 1 and 4). The collection and disposal of WLOs shall be done with priority to the regeneration and reduction of their final disposal. The provisions of the present Decree shall apply to all lubricant oils that are put in the market and are intended for any use (industry, means of transport or other sectors). The Decree provides the terms and conditions (article 6) guidelines (article 4) for integrated alternative management plans for WLOs in order to optimize the proposed strategy as well as to minimize the environmental and health impacts associated with improper disposal of waste lubricating oil. Article 7 establishes the Certificate of Alternative Treatment for WLOs to be granted (after inspection by the competent authorities) to undertakings processing WLOs, which certifies the alternative management of WLOs at the specific undertaking.

As from the entry into force of this Decree, Decree No. 98012/2001/1996 shall be repealed.
