This Presidential Decree amends provisions related to licensing, adding a new wording: A license for the right to use a subsoil plot for the extraction of non-metallic minerals shall be issued on the basis of direct negotiations without conducting public tenders at the request (application) of the person who financed the work on the geological exploration of subsoil (fully or partially, related to the calculation of estimates and validation of the reserves of non-metallic minerals) to which must be attached the documents that certify the fact of financing the exploration of the deposit, indicating the source of funding .
