The President, in order to increase the volume of fish growing on the basis of effective use of available opportunities, further deepening of economic reforms in this area, organizing the systematic introduction of positive experience of foreign countries and mastering innovative technologies for growing fish by an intensive method, decrees as follows: (a) to determine the priority tasks in the sphere of the development of the fishery industry: organization of fishfarming on a scientific basis, the construction of hatcheries and aquaculture facilities, modernization and expansion of existing reservoirs; (b) to increase in the volume of fishfarming following the large-scale introduction of innovative intensive fishfarming technologies, including installation of cage devices, the creation of artificial reservoirs and structures with a closed cycle of water supply, and the organization of fishfarming in rice fields; (c) to strengthen the fodder base of fishfarming through the organization of new and modernization of existing industrial aquaculture facilities for the production of high quality and enriched fodder for feeding fish; (d) to organize commercial fish production, the introduction of modern technologies for processing and packaging of fish products, increasing the export potential of the industry; and (e) to provide fish farms with working capital in order to strengthen their material and technical base, attracting bank loans, foreign investments and other sources authorize by acting legislation, to implement measures to increase fish stocks and fish products output. Annexes contain information on projected parameters of fish production growth, release of fish species in rice fields, and supply of fish fodder to fishfarming enterprises.
