These Regulations amend the principal Regulations of 1997 in order to attain the targets in Article 6(1) of Directive 94/62/EC. Regulation 2(a) and (b) increase for 1999 and 2000 the recovery targets, used to calculate recovery obligations, from 38 percent and 43 percent to 43 percent and 45 percent respectively.
