These Regulations amend the principal Regulations of 1997 in order to attain the targets in Article 6(1) of Directive 94/62/EC. Regulation 2(a) and (b) increase for 1999 and 2000 the recovery targets, used to calculate recovery obligations, from 38 percent and 43 percent to 43 percent and 45 percent respectively. Regulation 2(c) and (d) increase for 1999 and 2000 the recycling targets, used to calculate recycling obligations, from 7 percent and 11 percent to 10 percent and 13 percent respectively.
