This Decree consists of 19 articles, divided into four Parts: General Principles of the Decree (I); Waste Discharge into the Environment (II); Factory Water Waste Treatment System (III); Authority of the Industrial Sector (IV).
The Decree is aimed at controlling the discharge of waste water from factories liable to impact on the environment, such as: water quality, health of humans and other animate objects. Waste refers to any solid waste, water waste, polluted air, poisonous substances or hazardous objects, including silted waste therefrom either in solid, liquid or gas form which when introduced into the environment of public water sources would be liable to cause negative impacts or direct and indirect hazards to the ecosystem and the health of humans.
It lists the concentrate standards for certain types of factories, and also for institutions comprising of less than ten workers. It also lists the responsibillities of factory/company owners regarding the correct disposal of waste and the procedure for the imposition of sanctions. The provisions contained within this Decree supercede any formerly issued provisions or instructions.
