A common organization of the market in live trees and other plants, bulbs, roots, cut flowers and ornamental foliage is hereby established. The products falling within Chapter 6 of the Common Customs Tariff shall be comprised. Such common organization includes common quality standards and a trading system. The following measures may be taken at Community level: (a) measures to improve quality and stimulate demand; (b) measures to promote better organization of production and marketing; (c) measures to facilitate the recording of market price trade. In addition, standards of quality, sizing and packaging may be determined for the products aforesaid, or for groups of such products. The standards may relate in particular to quality grading, wrapping, presentation and marking. When standards have been adopted, the products to which they apply may not be displayed for sale, offered for sale, sold, delivered or otherwise marketed except in accordance with the said standards. Member States shall provide for inspection as per article 5. Article 13 provides for the setting up of a Management Committee for Live Plants.
