This Regulation aims to improve the work of flood control, ensure the safety of people's life and property and to carry out economic construction smoothly. The Regulation consists of 54 articles divided into 7 Chapters: General provisions (I); Flood prevention special plan and flood control emergency rescue scheme (II); Construction and management of flood control engineering facilities (III); Flood control and emergency rescue (IV); Safeguard measures (V); Legal Liabilities (VI); Supplementary provisions (VII).
The Municipality, districts and counties shall set up the Flood Control Headquarters, which shall be responsible for organizing and guiding the work for flood control and flood fighting under the leadership of the Flood Control Headquarter at higher level and the people s government at the same level. The municipal water administrative department shall, according to the basin comprehensive plan, organize the formulation of the municipal flood prevention and control special plan, which shall be submitted to the municipal people's government for approval and shall be incorporated into the overall urban planning. The municipal flood control emergency rescue scheme shall be established by the municipal water administrative department based on the municipal flood prevention and control special plan, the capability of the flood control engineering facilities and the national flood control standards. The design, construction, supervision and inspection of flood control engineering facilities shall be in accordance with the relevant laws, regulations, technical specifications and standards to ensure the quality. The date of commencing and ending of the flood season, emergency flood season shall be announced by the municipal flood control headquarter. People's governments at various levels shall take measures to improve the overall level of flood control fund allocations.
