These Regulations are formulated in accordance with the Meteorology Law and the Renewable Energy Law of the People s Republic of China, aiming at rational exploitation and protection of climate resources, and promotion of coordinated economic and social development and ecological environment. The Text is divided into 6 Chapters: General Provisions (I); Climate Resources Monitoring, Investigation and Planning (II); Climate Resources Development and Utilization (III); Climate Resources Protection (IV); Legal Liabilities (V); Supplementary Provisions.
The term climate resources mentioned in these Regulations refers to energies or natural substances which can be used by human being, such as solar radiation, wind energy, heat energy, cloud water resources, atmospheric compositions, etc. The people s governments at or above county level shall encourage and support entities and individuals to participate in the exploitation and protection of climate resources (art. 6). The provincial meteorological authority shall strengthen the assessment and prediction of climate change impacts, and prepare the annual report of the impact of climate change (art. 11). The competent meteorological authorities at or above county level shall organize the formulation and implementation of climate resources exploitation and protection planning, based on survey and zoning of climatic resources. In addition, the Regulations make specific provisions on exploitation of solar, wind and heat energies, cloud water resources and agro-climatic resources. In climate resource-rich regions or climate sensitive areas, the scope of climate resource protection area shall be delineated. The conclusions of climate feasibility reports shall serve as an important reference for urban planning and for major construction projects which are closely relevant to the climate resources and the environment.
