The Regulation is formulated according to the Forestry Law of the People's Republic of China. It consists of 7 Chapters, i.e. I. General Provisions II. Forest Management and Administration III. Forest Protection IV. Tree Planting and Afforestation V. Forest Tree Cutting VI. Legal Liabilities VII. Supplementary Provisions. A registration system shall be established for the use of forests, trees and woodland, certificates shall be issued to the ownership and the right to use shall be confirmed. It defines the rules and procedures of the registration system in chapter one. Forest management and administration shall be carried out in a well planned way, in chapter two, it defines the working procedure for any project in the forests, trees and woodland. It rules the operation, supervision and administration methods for timber in forest districts in chapter five. Chapter six are the detail provisions of offences and penalties.
