These Regulations aim at strengthening energy conservation in the whole society, raising efficiency of energy utilization, protecting and improving the environment. The Regulations consist of 80 Articles divided into 6 Chapters: General Provisions (I); Administration of Energy Conservation (II); Rational Utilization and Energy Conservation (III); Technical Advancement and Incentive Measures f or Energy Conservation (IV); Legal Liabilities (V); Supplementary Provisions (VI).
The development and reform administrative departments at all levels shall be responsible for the integrated coordination and supervisory management over energy conservation. The Municipality shall implement industrial policies in favour of energy conservation and environmental protection, give priority to the development of modern service industry and advanced manufacturing, encourages and supports the development and utilization of new energy and renewable energy. Production entities shall execute the standard for energy consumption quota per unit product set by the State. Where the national standards and industrial standards governing energy-conservation have not yet established, the municipal quality and technology administrative department may organize the formulation of local standards. The municipal quality and technology administrative department may work out local energy conservation standards stricter than the compulsory national and industrial standards. The Regulations make further provisions on: energy conservation in industry, architecture, transportation; energy conservation by public institutions; energy conservation by major energy users; incentive measures; legal liabilities, etc.
