An act to prevent and limit pollution of the soil and to combat negative effects of polluted soil on groundwater, public health and the environment in general.
The Act consists of 87 sections divided into 11 Chapters: Scope (1); Mapping of pollution and permission to use land for other purposes (2); Public inquiries and prevention measures (3); Value amortisation for house owners (4); Orders directed at the polluter (5); Removal and use of soil (6); Administrative provisions (7); Supervisions and enforcement (8); Miscellaneous provisions (9); complaint and appeal (10); Offences and penalties (11); Consequential amendments (12).
Most tasks of the public administration are assigned to authorities at the municipal level. These tasks include mapping of pollution, enforcement and other orders against polluters, etc.
