The present Ordinance implements the Rheinland-Pfalz Water Law of 22 January 2004. In particular, the purpose of the Ordinance is to transpose into German law the Council Directive 91/271/EEC of 1 May 1991 concerning urban waste water treatment of 21 May 1991.
