These Regulations provide for the certification of historic unlicensed waste disposal sites in operation between 1977 and 1996. The Regulations provide for the registration of these facilities by the local authorities, the carrying out of a screening risk assessment of the sites and the determination of any remedial measures required (all of which will be the responsibility of the relevant local authority). These facilities require a certificate of authorization from the Environment Protection Agency. This certificate may specify further necessary measures to ensure the protection of the environment.
