These Regulations make consequential amendments and supplementary provision to give effect to amendments made by the Water Act 2003 to the Water Industry Act 1991 concerning the establishment of the Consumer Council for Water and the Water Services Regulation Authority and abolishment of other public bodies, and access to supply systems to be granted by water undertakers to licensed water suppliers.
