This Law provides principles and measures for the protection, conservation, management sustainable regeneration and development of wildlife and aquatic animals. It classifies wildlife and aquatic animals into three categories: prohibition category; management and control category; and common or general category for the purpose of protection and management. It states that the listed species in the category are endangered species and the habitat of those species needs to be protected.
The Law defines activities for the protection and development of wildlife and aquatic animals, which include: surveying; formulating a strategy plan for the management and protection of wildlife and aquatic animals; identifying habitats and conservation zones; education and scientific research; establishing museum exhibitions; encouraging individuals and organizations to reproduce wildlife and aquatic animals in the nature or by using technology; classification and listing of wildlife and aquatic animals; making restrictions on the hunting and catching of wildlife and aquatic animals; etc.
In addition, the Law provides for permissions and approvals necessary to carry out business activities such as: establishment of zoos, farms and animal clinics; trade, transit, import, export and transhipment of wildlife and aquatic animals; circuses; etc. Inheritance right to use wildlife and aquatic is to heritage such rights to the children, or husband or wife, father, mother, niece or nephew or relatives thereafter the holder of the right to use wildlife deceased.
The Law further provides for: funds for the preservation and protection of wildlife and aquatic animals; rights and obligations of the users of wildlife and aquatic animals; prohibited acts; powers and duties of forest management and inspection organizations; rules for the carrying out of inspections aimed at ensuring that the operation, management and use of forest and forest land are in accordance with the present Law; measures against violators; etc.
