A decision adopted at the first Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC). The Berlin Mandate established a process that would enable countries to take appropriate action for the period beyond 2000, including a strengthening of developed country commitments, through the adoption of the Kyoto Protocol in 1997.
