Definition

Voting is rare in international negotiations and Parties usually try to avoid them even if the rules of procedure permit voting. Nonetheless the voting rules may come into play in critical points of negotiation, and may also have some effect on how consensus develops.The voting majority required to decide on some given issues is specified in the MEA itself (e.g. the adoption of rules of procedure and financial rules requires a consensus). For most other matters, the voting rules are found in the rules of procedure and, for some financial matters, in the financial rules.
