Rules of procedure

Financial Rules published individually for each COP. Latest is Resolution XIV.1, adopted at 14th Meeting of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands in Wuhan, China, and Geneva, Switzerland 5-13 November 2022.

Resolution 13.2, adopted by the Conference of the Parties at its 13th Meeting (Gandhinagar, 15-22 February 2020) (UNEP/CMS/Resolution 13.2).

Rule 31 of the UNEA Rules of Procedure (embodying amendments and additions adopted by the Environment Assembly and previously the Governing Council up to May 2016) sets out UNEA's relationship to UN Financial Regulations and General Assembly resolution 2997 (XXVII).

Resolution III/I, adopted at the third session of the International Conference on Chemicals Management (ICCM3). The new version of SAICM texts, which includes the resolutions adopted by ICCM at its first, second and third sessions, exists in English only.

Per Art 14 Nagoya-Kuala Lumpur Supp. Protocol, adopted at 5th COP/MOP of the Cartagena Protocol, the COP/MOP to Cartagena serves as MOP to the Supp. Protocol. Thus, the financial rules of the Convention on Biological Diversity apply (Art 29(5) Cartagena).

The rules of procedure of the COP to the CBD (linked above) apply, except as may be otherwise decided by the COP serving as the MOP to the Protocol ( Cartagena Protocol Article 29(5)).

The COP/MOP to the Cartagena Protocol on Biosafety serves as the MOP to this Protocol ( Article 14). The rules of procedure of the COP to the CBD (linked above) therefore apply (as per Article 29(5) Cartagena Protocol).

Applicable mutatis mutandis to the Trust Funds of the Biosafety Protocol (BG), the Special Voluntary Trust Fund under the Cartagena Protocol on Biosafety (BH) and for Facilitating Participation of Developing Country Parties to Cartagena Protocol Process (BI).
