1. 建议就根据《关于持久性有机污染物的斯德哥尔摩公约》的修正案新列入《公约》附件A、B和C的化学品而言，《公约》缔约方大会应邀请《控制危险废物越境转移及其处置巴塞尔公约》的适当机构：
(a) 确定这些化学品的销毁和不可逆转的质变必须保持在何种程度，才能确保《斯德哥尔摩公约》附件D第1段中所规定的持久性有机污染物特性不会显现出来；
