استنتاج هيئة علمية أن تصدير عينات من نوع معين لن يؤثر سلبا على بقاء هذا النوع في البرية. إن استنتاج عدم الضرر من جانب هيئة علمية ضروري لمنح رخصة استيراد أو تصدير أو شهادة الإدخال من البحر لعينة من الأنواع المدرجة في التذييل الأول، ولمنح رخصة تصدير أو شهادة الإدخال من البحر لعينة من الأنواع المدرجة في التذييل الثاني.
