This Decision, consisting of nine chapters and subdivided in 24 articles and implementing the Environmental Protection Law 2013 (Revised Version No. 29/NA), applies to individuals, enterprises, or organisations of both domestic and overseas that perform activities in Laos, and prescribes: measures on control, monitoring, and inspection of pollutions; measures to control pollution in case of emergency; the designation of hazardous areas; the identification of pollution risks linked to their impacts on the air, soil, water and public nuisance, in compliance with the National Environmental Standard threshold. The Decision is structured as follows: General provisions; Survey and registration of pollution sources and establishment of plans for pollution control and importation of waste and hazardous substances; Management and measures on air pollution control; Management and measures on soil pollution control; Management and measures on water pollution control; Management and measures on public nuisance pollution control; Preventive measures and pollution control in case of emergency and identification of hazardous zones and pollution risks; Adoption of international standards and technical intervention; Final provisions.
Concerning registration of pollution sources, this Decision empowers the Office of the Natural Resources and Environment to conduct survey and registration of pollution sources of family and handcraft business, and the Department of Natural Resources and Environment to conduct survey and registration of pollution sources of industry, mining activities, infrastructure projects, agriculture and mega forestry. Concerning air, water and soil pollution control, the Decision provides for: preparation of air and wastewater treatment system; monitoring the air emissions and wastewater effluents on a regular basis; planting trees in accordance with environmental plans in order to prevent dust pollution; application of pesticides, fertilisers and other related substances; disposal, dumping, landfill and destruction of contaminated and hazardous substances.
