This Decree establishes the procedure for on state environmental impact assessment. State environmental expertise shall be intended a type of environmental expertise performed by specialized expert units with a view of audit by units for the purpose of establishing compliance of the projected economic and other activities with ecological requirements and determination of feasibility of the object of environmental audit. Environmental audit shall be performed by state unitary enterprises Centers of state environmental audit that shall perform environmental impact assessment of technological processes causing negative impact on environment and public health; emissions to the atmospheric air and discharge of pollutants to waterbodies; and inspection of areas destined for protected areas and areas of natural disasters. Stages of environmental impact assessment must contain the following information: (a) draft declaration on EIA containing the description of the state of environment before the beginning of projected activities; (b) declaration on EIA containing assessment of ecological problems and technologies, and outcome of public hearing; (c) declaration on ecological consequences containing corrections of project decisions, location scheme of pollution sources and basic conclusions of feasibility of economic activities; and (d) draft declaration on EIA containing land-use planning scheme, quantity and composition of emissions, quantity and terms of waste storage, and environmental protection arrangements.
