This Regulation establishes the procedure for determining the quality of ethyl alcohol at enterprises manufacturing alimentary ethyl alcohol performed by the authorized laboratories in the form of inspection of inspection of production premises. Employees of Inspectorate for Alcohol and Tobacco Market Regulation subordinated to the Ministry of Finances shall have unhindered access to the territory of enterprises manufacturing alimentary ethyl alcohol. The main objective of the laboratory shall be as follows: (a) to keep in good working conditions laboratory measurement instruments, test equipment and tools; (b) testing the quality of ethyl alcohol manufactured by enterprises; (c) definition of the results of tests and compilation of report; and (d) inspection of raw materials used in the production of consumer ethyl alcohol and determination of the quality of raw materials. Laboratory shall perform the following functions: (a) testing and comparative examination of the outcome of tests; (b) analysis of the quality of ethyl alcohol and compliance thereof with the established quality standards and requirements; and (c) certification of conformity of raw materials with safety and quality standards.
