This Governmental Decree validates the Regulation on the Agency on Horticulture and Greenhouse Economy under the Ministry of Agriculture in accordance with the Annex 1 and the Regulation on Horticulture and Greenhouse Development Fund subordinated to the Agency on Horticulture and Greenhouse Economy in accordance with the Annex 2. Regulation on the Agency on Horticulture and Greenhouse Economy under the Ministry of Agriculture defines the status, main tasks, functions, rights and responsibilities of the Agency, the procedure for organizing and reporting its activities, as well as functional responsibilities of its executives. The Agency is the state body responsible for improving the management system in the field of horticulture and greenhouse management and the introduction of effective public support mechanisms, as well as the production of high quality, competitive and export-oriented products based on modern resource-saving technologies. The Agency is accountable to the Cabinet of Ministers and the Ministry of Agriculture of the Republic of Uzbekistan for its activities. The Agency is a legal entity and has an independent balance, personal treasury accounts, bank accounts in the Treasury of the Ministry of Finance of the Republic of Uzbekistan, including foreign currency accounts, seals and forms with the image of the State Emblem of the Republic of Uzbekistan and in the state language. In its activities the Agency coordinates and supervises the activities of horticulture and greenhouse units (specialists) and specialists of the Ministry of Agriculture of the Republic of Karakalpakstan, Agriculture Departments of the regions and Agriculture Departments of the districts (Kuvasai city). The main tasks of the Agency shall be as follows: (a) development and implementation of specific targeted programs aimed at sustainable development of horticulture and greenhouse farms; (b) expansion of intensive horticulture and greenhouse farms using modern resource-saving technologies, including drip and rainfall irrigation systems, as well as measures to increase the range of fruit products, taking into account market situation analysis; (c) large-scale application of scientific achievements, advanced scientific researches and intensive agrotechnology in horticulture and greenhouse economy taking into account soil-climatic conditions of the regions; (d) assistance with Uzstandard in the implementation of international certification standards for horticulture and greenhouse farms; (e) implementation of measures for the development of cluster form and development of cooperative system, including the entire chain of production, preparation, selection, calibration, packaging and trade of fruit products; (f) assistance in attraction of investments, including foreign direct investments, for the purpose of production of competitive agricultural commodities, organization of trade, increase of export potential through deep marketing researches on market situation; (g) development of recommendations for placement and cultivation of fruit varieties that are in demand in foreign markets; (h) cooperation with local and foreign educational institutions, research institutes, specialized foreign organizations and manufacturers on training, advanced training, development and implementation of innovations in the field of horticulture and greenhouses; and (i) keeping an electronic register of parks and greenhouses with the State Committee on Land Resources, Geodesy, Cartography and State Cadastre of the Republic of Uzbekistan. Regulation on Horticulture and Greenhouse Development Fund subordinated to the Agency on Horticulture and Greenhouse Economy determines the procedure for managing the Horticulture and Greenhouse Development Fund, as well as the procedure for its formation and management. The Fund was established by the Agency on Horticulture and Greenhouse Economy under the Ministry of Agriculture of the Republic of Uzbekistan with a view of not establishing a legal entity for the following purposes: (a) financing of projects for development of horticulture and greenhouse economy, as well as support of their financial activity; (b) maintenance of the central office of the Agency and strengthening of material and technical base of its subordinated organizations, as well as financing of expenses related to the activities of the Agency; and (c) material incentives and social protection of employees of the central office of the Agency. The Fund activities are approved by the Ministry of Agriculture of the Republic of Uzbekistan and supervised by the Board of Horticulture and Greenhouse Development Fund.
