This Act applies on the inland waterways of Germany that are listed in Appendix 1 of the Convention of 9 September 1996. The Act provides for obligation to set up and operate acceptance points for waste from the cargo area and vapors when unloading goods, household waste, slops and other hazardous waste. Operators and charterers can make agreements on acceptance points and their type and scope to be used jointly. Such acceptance points to be used jointly should be specified in the requirement plan. The Act provides for monitoring compliance requirement for providing comprehensive and fruitful information about necessary facts. The Act provides for special obligation for the operator of a bunker site, ship operator, operator of the acceptance point and the consignee, duties of skipper and skippers of vessels that do not use gas oil fuel or refuel gas oil outside the scope of Annex 1 to the Convention and obligations to third parties. Directorate-General for Waterways and Shipping in the competent authority for the technical investigations of drainage systems. The Act further provides for administrative offences and authorization to issue ordinances, data transmission and domestic tax exemptions. The Act consists of 25 Articles.
