This Law is enacted in order to prevent, control and put an end to the outbreak and spread of infectious diseases and to ensure the health of the people and public sanitation. The Law contains 9 Chapters: I. General Provisions; II. Prevention of Infectious Diseases; III. Reporting on, Releasing Information on and Announcing the Epidemic Situation; IV. Control of the Epidemic Situation; V. Medical Treatment VI. Supervision and Control; VII. Guarantee Measures; VIII. Legal Responsibility; IX. Supplementary Provisions.
The infectious diseases governed by this Law are divided into Classes A, B and C (Art. 3). With respect to the infectious SARS, pulmonary anthrax in anthrax and highly pathogenic avian influenza that infects human beings, included in the infectious diseases under Class B, the measures for prevention and control of infectious diseases under Class B, the measures for prevention and control of infectious diseases under Class A , as mentioned in this Law, shall be taken. When a Class A infectious disease occurs, in order to prevent the infectious disease from spreading by means of transport and relevant personnel and materials, quarantine may be implemented.
The competent agriculture and forestry and other relevant authorities of the people's governments at or above the county level shall, in accordance with their respective functions and duties, be responsible for the prevention and control of animal infectious diseases related to both human and animal. Wildlife, livestock and poultry related to infectious diseases of both human and livestock can only be sold or transported after passing the quarantine inspection.
The competent agriculture, water conservancy and forestry authorities of the people's governments at all levels are responsible for guiding and organizing the elimination of rodent and schistosomiasis hazards in farmland, lakes, rivers, pastures, forest areas, and other animal and vector-borne diseases that spread infectious diseases. A drinking water supply unit engaging in production or supply activities shall obtain a health permit in accordance with law. Article 29 provides for the treatment of sewage, places and articles contaminated by pathogens of infectious diseases.
