This Decision, consisting of 13 Sections, is enacted according to the law on prevention and control of infectious diseases, the law on emergency response, the law on wildlife protection, the animal epidemic prevention law and the regulation on public health emergencies, aiming to prevent and control the epidemic situation, ensure the safety of people's lives and physical health, and maintain public safety and social stability.
Section 1 defines the basic principles, overall requirements and working mechanism of epidemic prevention and control. Section 2 provides for the responsibilities of the government at all levels, village (resident) committees, communities, etc.
People's governments at or above the county level may, in accordance with the provisions of laws and administrative regulations and the need for epidemic prevention and control in their respective administrative regions, issue decisions and orders for epidemic prevention and control, adopt restrictions or stop crowd gathering activities, implement emergency measures such as traffic control, traffic sanitary quarantine, temporary requisition of sites, houses, vehicles and related facilities, equipment, emergency mobilization of personnel or call for reserves.
