The aims of this Law are to: strengthen animal epidemic prevention; prevent, control and eliminate animal epidemics; promote the development of the breeding industry; and protect human health.
The State practices the principle of putting prevention first with regard to animal epidemics. The Veterinary Administrative Department under the State Council shall be responsible for carrying out the provisions of this Law. The Department shall make risk assessment on animal epidemics and work out animal epidemic prevention and control measures.
In addition, the Law classifies epidemics into three categories and provides measures to control and eliminate them. Epidemics are categorized as follows: category I include epidemics that seriously menace human being and animals so seriously that urgent and severe measures must be taken to control them; category II include epidemics that are liable to cause heavy economic losses and call for strict measures to control them; and category III include epidemics that are common and occur frequently, and are liable to cause heavy economic losses.
Moreover, the Law demands a prompt and transparent reporting system, stating that all government agencies, businesses and individuals must immediately report outbreaks of animal diseases to veterinary departments in order to handle the situation in a timely manner as provided for in the text.
The Law further provides for: quarantine of animals and animal products; animal diagnosis and treatment; animal epidemic prevention supervision and administration; safeguard measures; legal liabilities; etc. Regarding to animal diagnosis and treatment, the state practices the practicing veterinary examination system. The measures for practicing veterinary examination administration and registration shall be formulated by the veterinary administrative department under the State Council.

This Law was adopted at the 26th Session of the Standing Committee of the Eighth National People's Congress of the People's Republic of China on July 3, 1997; revised at the 29th Session of the Standing Committee of the 10th National People's Congress on August 30, 2007; and amended for the first time in accordance with the Decision of the Standing Committee of the National People's Congress on Amending the Cultural Relics Protection Law and Other Eleven Laws as adopted at the Third Session of the Standing Committee of the Twelfth National People's Congress on June 29, 2013; and amended for the second time in accordance with the Decision on Amending the Six Laws Including the Electric Power Law adopted at the 14th Session of the Twelfth National People's Congress on April 24, 2015.
