These Measures, consisting of 16 Articles, are enacted to regulate the regionalized management of the equine animal diseases in Conghua, to prevent and control the equine animal diseases and to ensure public health safety. The Measures govern the management of the specified equine animal disease-free zone, buffer zone of the specified equine animal disease-free zone, and the equine animal transport biosafety channel in Conghua.
The veterinary department of the provincial people's government is responsible for formulating the epidemic prevention and control plan for the specified equine animal disease-free zone, buffer zone, and biosafety passages. Importing equine animals and other susceptible animals and animal products such as pigs, cattle, sheep, etc. for entering the specified equine animal disease-free zone shall meet the relevant sanitary standards and obtain quarantine certificates. The Measures further make provisions for registration of of equine animals in the specified equine animal disease-free zone, buffer zone, and biosafety passages, vaccination, inspection and supervision, offences and penalties, etc.
