These Measures are formulated in accordance with the "Regulation on the Prevention and Control of Geologic Disasters" so as to strengthen the administration of the eligibilities of survey entities, design entities and construction undertaking entities of geologic disaster control projects, guarantee the quality of geologic disaster control projects, effectively mitigate the dangers caused from geologic disasters, and safeguard the safety of people's lives and properties. The Measures consist of 32 Articles divided into 6 Chapters: General Provisions; Eligibility Grades and Business Scopes; Application and Approval; Supervision and Administration; Legal Liabilities; Supplementary Provisions.
Geologic disaster control projects mentioned in these Measures shall mean the engineering activities to control or mitigate geologic disasters by taking special geologic engineering measures against geologic disasters or concealed trouble of geologic disasters such as landslip, landslide, mud-rock flow, ground collapse, ground crack, ground subsidence, etc.
The eligibilities of survey entities, design entities, or construction undertaking entities of geologic disaster control projects shall be classified into three grades, namely Grade A, Grade B, and Grade C. The responsibility to examine, approve and administer Grade A eligibilities of survey entities, design entities and construction undertaking entities of geologic disaster control projects shall remain with the Ministry of Land and Resources. The responsibility to examine, approve and administer Grade B and Grade C eligibilities of survey entities, design entities and construction undertaking entities of geologic disaster control projects shall remain with the administrative department of land and resources of each province, autonomous region, or municipality directly under the Central Government.
