This Regulation is enacted in order to prevent and control geologic disasters, avoid and mitigate the losses arising from geologic disasters, maintain the safety of people's lives and properties, and promote the sustainable economic and social development. The Regulation consist of 32 Articles divided into 6 Chapters: General Provisions; Planning on Prevention and Control of Geologic Disasters; Prevention of Geologic Disasters; Control of Geologic Disasters; Legal Liabilities; Supplementary Provisions.
Geologic disasters mentioned in the present Regulation include such disasters related to geologic effects as landslip, landslide, mud-rock flow, ground collapse, ground crack, ground subsidence, and so on, which are caused by natural factors or human activities and will endanger the safety of people's lives and properties. The administrative organ of land resources under the State Council shall arrange for and carry out investigations of geologic disasters nationwide in combination with the conditions of geologic environment. The administrative organ of land resources under the State Council shall work out the planning on prevention and control of geologic disasters. To amend the planning on prevention and control of geologic disasters, a report shall be made to the original approval organ for approval.
The State establishes a network for monitoring geologic disasters and a pre-warning information system. The administrative organ of land resources under the people's government at the county level or above shall strengthen the dynamic monitoring of the dangers from geologic disasters.
