National Action Plan to Contain Veterinary Antimicrobial Resistance (2017-2020) is a sectoral policy document. The National Action Plan aims to cope with the challenge of veterinary antimicrobial resistance, improve the management of veterinary antimicrobial agents, ensure the safety of animal production, food safety, public health and ecological security, and maintain the people's health.
In order to deal with the challenge of veterinary antimicrobial resistance, the National Action Plan sets up the goals to be achieved by 2020. Main goals include: to significantly improve veterinary antimicrobial resistance, the capacity on antimicrobial drug residue management, the level of standardized drug use in animal production and aquaculture sectors, and quality and safety level of animal, poultry and aquatic products. Main actions are: to promote to gradually withdraw antimicrobials used as animal growth promoters, in particular to strengthen the risk assessment of main veterinary medicines and early warning; to strengthen the supervision of veterinary antimicrobials, including market access, drug use in animal production and aquaculture and medicated feed; to improve the veterinary antimicrobial resistance monitoring system and network; to strengthen the supervision and control of veterinary antimicrobial residue, including: to implement the assessment of veterinary antimicrobial-caused environmental hazards, to carry out the detection of antimicrobial residues in livestock manure, to establish evaluation methods and standards, to promote advanced environmental control technology, manure treatment technology, and promote the development of ecological farming.
