The purpose of this Act is to protect national coasts to avoid flooding and degradation of land from the sea, fiords and other territorial sea areas. Coastal protection methods take into consideration the following: economic consideration, coastal protection measures of technical and environmental quality, coastal landscape conservation and restoration, recreational use of the coast, ensure the maintenance of existing access to the coast, and other issues of significant importance for coastal protection. The Minister for Transportation shall regulate the Act s guidance in adherence to sea territory environment protection international conventions laid out by the EU. On beach-shores and other coastal areas with no coherent turf or other contiguous land vegetation, and on land within a distance of 100 meters from where vegetation begins, the Minister of Transport shall grant authorization of performing coastal protection measures and fixed installations, such as digging, drilling, pumping, suction, or any terrain change methods.
