The Act regulates the construction and maintenance of waterworks for the prevention of flooding of land by water of which the water level is influenced by high water of the sea, the IJsselmeer, or one of the big rivers in the Netherlands or the combination of these waters. The Act applies to geographical areas called "Dike Ring Areas" or "Primary Flood Prevention Works" as indicated on the map in the Attachment I to this Act. The Act formulates also safety norms for several areas in Attachment II. Articles 8 to 26 regulate the relationship between State Authorities and the "Conservator of Works" being local authorities responsible for the maintenance and management of primary flood prevention works, and prescribe duties of such conservators. Article 7 makes provision for a plan for the construction or modification of works to be prepared by conservators. (36 articles)
