The purpose of these Measures is to strengthen the supervision and management of electric power industry network and information security. The Text consists of 22 Articles divided into 5 Chapters: General Provisions (I); Duties of supervision and administration (II); Electric power enterprises' responsibilities (III); Supervision and inspection (IV); Supplementary Provisions (V).
The national competent authority of the electric power industry network and information security is the National Energy Administration (NEA). The NEA shall organize the development of the sector network and information security strategy and overall planning, and formulate the policies and technical specifications of protection levels, risk management, reporting, emergency response and handling, etc. Electric power enterprises shall carry out the information security risk assessment in accordance with the relevant national provisions, and improve information security risk management mechanism. The NEA and its local offices shall supervise and inspect the work of the electric power enterprises according to law.

The Interim Provisions on the Supervision and Administartion of Electric Power Industry Network and Information Security issued by the National Electric Power Regulatory Commission on December 4, 2007 shall be abolished.
