This Regulation is enacted for the purposes of protecting the enthusiasm of grain producers, promoting grain production, protecting the lawful rights and interests of operators and consumers, guaranteeing grain safety of the state, and maintaining the grain circulation order. The Regulation consist of 56 articles divided into 6 Chapters: General provisions (I); Cereal Business Operation (II); Macro-control (III); Supervision and Inspection (IV); Legal Responsibilities (V); Supplementary provisions (VI).
The Regulation shall apply to the purchase, sale, storage, transportation, processing, import and export of cereal and other related business operations. Grain business activities shall follow the principles of voluntariness, fairness and good faith, and shall not harm the legitimate rights and interests of grain producers and consumers, national interests and social and public interests. Effective measures shall be taken to prevent and reduce grain loss and waste. Chapter II deals with the following matters: cereal storage facilities; cereal transportation; quality and hygiene of the cereal, etc. An enterprise to be engaged in grain purchase shall file the name, address, person in charge and storage facilities of the enterprise with the Grain and Reserve Administration Department of the people's government at the county level in the place of purchase. In the cereal transportation, the national technical criteria on cereal transportation shall be strictly followed. No polluted transport tool or packing material may be used in the cereal transportation. The state shall establish a cereal emergency response system when any serious natural disaster, epidemic or any other emergency occurs.
