These Regulations implement Community legislation on ambient air quality assessment and management, air pollution and air quality standards. They require the attainment of air quality standards in respect of the concentration of various pollutants in ambient air and designate the Secretary of State as the competent authority for purposes of ambient air quality assessment and management. They define functions of the Secretary of State in relation to the attainment of standards, the assessment of concentrations of pollution, the monitoring and measurement of pollution, the information of the public and issuing of directives to local authorities.
