The aims of these Regulations are to strengthen the quarantine inspection on the import and export of animals and plants, to protect the production in agriculture, forestry, animal, husbandry and fishery, and to prevent the spreading of pests and diseases that may damage animals and plants. These Regulations consist of 8 Chapters divided into 34 articles
Quarantine inspection shall be applied to plants, animals and their products (art. 2) by the Animal and Plant Quarantine Services (art. 4). A permit shall be issued by the concerned ministries for the import of plants, animals and their products (art. 6). A quarantine certificate issued by an authorized agency of the exporting country shall accompany the products (art. 7). Animals, plants and their products that pass the quarantine inspection shall receive a Notification for Quarantine Clearance, on the other hand, if a pest is found, a Notification of Quarantine Treatment shall be issued (arts. 9 to 14). Article 15 gives a list of items prohibited from being imported into China. Chapter III deals with the export of animals, plants and their products. A quarantine certificate shall be issued after passing the quarantine inspection. For commercial animal products the Inspection Service for Import and Export Commodities shall undertake the quarantine inspection. Chapters IV to VI deal with the following matters: quarantine inspection on the effects of passengers; quarantine inspection of International Parcel Post; and, quarantine inspection of animals, plants and their products in transit in China. Chapter VII provides for punishments and Chapter VIII deals with provisions of miscellaneous nature.
