These Regulations enforce in England, Community legislation on health rules as regards animal by-products and derived products not intended for human consumption. They, among other things, designate the Secretary of State as the competent authority, provide for procedure and appeals in respect of registration and approval of operators, establishments or plants, appoint enforcement authorities and make provision for powers of enforcement.
