On the basis of Directive 84/360/EEC, prior authorization is to be required by Member States to operate industrial plants belonging to the categories listed out in Annex I to the same Directive. The present Directive lays down further conditions as regards the granting of the authorization required to operate new municipal waste incineration plants. In particular, article 3 sets out emission limit values. The measurements specified in article 6 shall be taken.
