The common organization of the market in wine shall comprise rules governing production and control of the development of wine-growing potential, rules governing oenological practices and processes, a price system and rules governing intervention and other measures to improve market conditions, arrangements for trade with third countries, and rules governing circulation and release to the market. Member States shall monitor by means of annual surveys the areas for the production of material for the vegetative propagation of vines. Each year producers of grapes for wine-making and producers of must and wine shall declare the quantities produced from the last harvest. The Council shall adopt general rules for the classification of vine varieties. Member State shall be draw up geographical units where wine is produced according to Annex IV.
