This Decree-Law approves EC Commission Directive No. 97/46 regulating the importation and circulation of harmful organisms, plants and plant products. It consist of 4 articles and 3 Annexes establishing the requirements to be satisfied in order to perform the aforementioned activity, such as: permit for the importation and circulation of plants, harmful organisms, plant products or other material for scientific purposes (e.g. selection of plant varieties), within EU territory or EU protected zon
