This Decree-Law, consisting of 13 articles and 3 Annexes, approves EC Commission Directive No. 2008/61/CE on the conditions under which certain harmful organisms, plants, plant products and other objects (listed in Annexes I to V to Council Directive 2000/29/EC) may be introduced into or moved within the Community or certain protected zones thereof, for trial or scientific purposes and for work on varietal selections. It establishes the requirements to be satisfied to perform the aforementioned activity and contains a model form for obtaining the authorization. Annexes specify the objects of scientific activities, quarantine measures, a copy of the aforesaid model application form and a list of plant diseases for laboratory analysis.
