This Decree, in accordance with Law No. LVII of 1995 on water, regulates the constitution, closure, organization, management and operation of water management companies. It also determines, among others, rights and obligations of members, and provides for the protection of interest of companies supplying potable water and sewerage services. One company per area is allowed to perform this public service (Article 1). Articles 2-6 cover the constitution of such companies by an organizing committee,
