This Decree lays down rules for the cultivation of and trade in flower bulbs so as to promote quality and purity of the same. The Minister may make further rules regarding the cultivation and reproduction of specified flower bulbs and it shall be prohibited to cultivate flower bulbs that do not meet requirements laid down by those rules or this Decree (art. 2).
