The Decree regulates the organization and activities of the Ministry of Agriculture and Forestry with a view to promote and develop the unified planning and management of agriculture, forestry and water sources. Fundamental tasks of the Ministry are, inter alia: to study policies for the management and development of the sectors concerned, to implement programs and projects approved by the Government and National Assembly; to train and educate technical staffs. In order to achieve said tasks, the Decree establishes in articles 2 and 3 the rights and duties of the Ministry.
Parts III and IV deal with the organizational structure and the work system of the Ministry, respectively.
